4. Is deeply convinced that the current constitution of BiH, as laid down in Annex 4 to the Dayton Peace Agreement, is in urgent need of reform in order to allow the state to function in a way that benefits all its citizens and to permit accession talks with the EU; stresses the need for a substantial constitutional review and reform process that is necessary for the country’ institutional framework to work effectively and efficiently;

C. considérant qu'au cours des vingt années qui se sont écoulées depuis la signature de l’accord de paix de Dayton, la constitution de Bosnie-Herzégovine a été "massivement dévastée" par des membres de la communauté internationale et un certain nombre d’acteurs locaux, y compris le Haut Représentant pour la Bosnie-Herzégovine, la Cour constitutionnelle de Bosnie-Herzégovine et le Conseil de sécurité des Nations unies;
C. whereas in the 20 years since the signing of the Dayton Peace Agreement the BiH Constitution has been ‘massively devastated’ by members of the international community and a number of local actors, including the High Representative for BiH, the BiH Constitutional Court and the UN Security Council;
