Recalls the agreement reached during the 2003 budgetary procedure on the provision of information to, and consultation of, Parliament on the common foreign and security policy (CFSP), including European security and defence policy (ESDP); deplores the fact that the Council did not respect this agreement as regards financial information and consultation of Parliament on the ESDP action in FYROM ('Mission Concordia'); therefore urges the Council to deliver this information, and henceforth to respect the agreement;

53. note avec satisfaction que l'Union européenne dispose maintenant d'une capacité opérationnelle couvrant tout l'éventail des missions de Petersberg, capacité opérationnelle qui a été réaffirmée par le lancement des premières opérations PESD: mission de police de l'Union européenne (MPUE) en Bosnie-et-Herzégovine, Concordia dans l' Ancienne République yougoslave de Macédoine (ARYM) et Artemis à Bunia (RDC); déplore, cependant, que pèsent toujours, sur cette capacité opérationnelle, des limites et des restrictions dues à de nombreuses lacunes, et engage donc le Conseil à continuer à développer les capacités militaires de l'Union européenne, notamment par la mise en place de groupes de projets du PAEC;
53. Notes with satisfaction that the EU now has operational capability across the full range of Petersberg tasks, which has been reaffirmed through the launching of the first ESDP operations: EUPM in Bosnia-Herzegovina, Concordia in FYROM and Artemis in Bunia in the DRC; regrets however that this operational capability is still limited and constrained by many shortfalls and calls therefore upon the Council to continue to develop the EU's military capabilities including through the establishment of ECAP Project Groups;
