Suggests to the Commission, in this connection, in line with paragraph 17 of UN Security Council Resolution 2199 of 12 February 2015, to focus on the prevention of and fight against illicit trade in cultural artefacts, with specific reference to items of cultural heritage illegally removed from Iraq since 6 August 1990 and from Syria since 15 March 2011; considers that the Commission should devise a coordinated approach to combating that illegal trade, working together with those responsible for investigation services at national level and in close cooperation with UNESCO and other international organisations such as ICOM (International Council of Museums), the ICOM’s International Committee of the Blue Shield (ICBS), Europol, Interpol, UNIDROIT (International Institute for the Unification of Private Law) and WCO (World Customs Organisation);

AD. considérant que le groupe État islamique pille des sites culturels et religieux en Iraq et en Syrie et utilise le produit du trafic des objets dont il s'est ainsi accaparé pour financer ses activités terroristes; que l'Unesco et sa convention concernant les mesures à prendre pour interdire et empêcher l'importation, l'exportation et le transfert de propriété illicite des biens culturels doivent jouer un rôle central au regard de la protection d'urgence du patrimoine culturel syrien et iraquien;
AD. whereas the profits from looting and smuggling activities related to cultural and religious sites and objects in Iraq and Syria on the part of ISIS/Da’esh are being used to help fund ISIS/Da’esh terrorist activities; whereas UNESCO and its Convention on the Means of Prohibiting and Preventing the Illicit Import, Export and Transfer of Ownership of Cultural Property have a central role to play in ensuring emergency protection of the Syrian and Iraqi cultural heritage;
