L'UE peut jouer un rôle dans un large éventail de domaines, allant de la gouvernance et de la rédaction d'une nouvelle Constitution à la réforme du secteur de la sécurité, à la création d'emplois, au retour volontaire, en toute sécurité et dans la dignité des réfugiés et des personnes déplacées à l'intérieur du pays et à la stimulation du capital humain syrien au moyen des services et de l'éducation, en passant par divers autres domaines tels que le déminage, la coopération avec les nouvelles autorités dans différentes matières et la protection du patrimoine culturel.
The EU can be involved in a large number of areas: from governance and the drafting of a new constitution, to security sector reform, job creation, the voluntary, safe and dignified returns of refugees and internally displaced persons, boost of Syrian human capital through services and education, to various other areas such as demining, cooperation with the new authorities in various fields, and the protection of cultural heritage.

Afin de faciliter la restitution en toute sécurité à leurs propriétaires légitimes de biens constitutifs du patrimoine culturel syrien qui ont été sortis illégalement de Syrie, il est nécessaire de prévoir des mesures restrictives supplémentaires afin d'interdire l'importation, l'exportation ou le transfert de tels biens.
In order to facilitate the safe return to their legitimate owners of goods constituting Syrian cultural heritage which have been illegally removed from Syria, it is necessary to provide for additional restrictive measures in order to prohibit the import, export or transfer of such goods.

2,5 millions d'euros soutiendront les efforts déployés par l'UNESCO pour protéger et préserver le riche patrimoine culturel syrien, qui est déjà endommagé et que le conflit en cours menace fortement.

These include activities such as education and skills training for young Syrian refugees in Jordan, building tsunami emergency response capacity in Haiti, strengthening dialogue as well as media accountability in South East Europe, safeguarding and preserving cultural heritage in Egypt, Jordan, and Lebanon.
