She also disagrees with the idea of requiring the Member States to establish their jurisdiction extraterritorially as regards the three new offences, since this is a highly sensitive matter, the perception of which varies greatly from one Member State to another. Hence she proposes that the Member States should be allowed to choose whether or not to apply the jurisdictional rules laid down in Article 9(d) and (e).
