Récemment, le mandat du haut représentant civil a été renforcé. Il s'agit pour lui d'étoffer la capacité de sécurité très solide et très apte de la FIAS sous le commandement du général Stanley McChrystal et d'en resserrer les liens avec la communauté internationale, la MANUA — la mission de l'ONU ici en Afghanistan — et d'autres agences et organismes de la communauté internationale, dont les ONG, pour veiller à améliorer la cohérence et la synergie entre les aspects développement et gouvernance de la mission et le volet sécurité à l'appui du gouvernement de la République islamique d'Afghanistan.
More recently, the OSCR has received a strengthened mandate with a view to becoming much more involved in enabling and bridging the very strong, very capable ISAF security capabilities of General Stanley McChrystal with the international community, UNAMA — the UN mission here in Afghanistan — and with other international organizations and agencies to include NGOs with a view to ensuring that there is greater coherence and synergy between the development and governance aspects of the mission and the security component in support of the Government of the Islamic Republic of Afghanistan.
