In the framework of the Agreement, the European Development Fund (hereinafter referred to as the Fund) including counterpart funds, unexpended balance from previous Funds, own resources of the European Investment Bank (hereinafter referred to as the Bank) and where appropriate resources drawn from the European Community's budget, shall be used to finance projects, programmes and other forms of operations contributing to the achievement of the objectives of this Agreement.

Sans préjudice de la vérification des comptes et des contrôles de conformité et de régularité prévus à l'article 248 du traité instituant la Communauté européenne et à l'article 160 C du traité Euratom, cette vérification et ces contrôles portant essentiellement sur la fiabilité et l'efficacité des procédures et systèmes nationaux de détermination de la base pour les ressources propres provenant de la TVA et du PNB, et sans préjudice des contrôles organisés en vertu de l'article 279, point c), du traité instituant la Communauté européenne et de l'article 183, point c), du traité Euratom, le Conseil, statuant à l'unanimité sur proposition de la Commission et après consultation du Parlement européen, arrête les dispositions nécessaires à la mise en œuvre de la présente décision ainsi que celles relatives au contrôle du recouvrement, à la mise à disposition de la Commission et au versement des recettes visées aux articles 2 et 5.
Without prejudice to the auditing of the accounts and to checks that they are lawful and regular as laid down in Article 248 of the Treaty establishing the European Community and Article 160c of the Euratom Treaty, such auditing and checks being mainly concerned with the reliability and effectiveness of national systems and procedures for determining the base for own resources accruing from VAT and GNP and without prejudice to the inspection arrangements made pursuant to Article 279(c) of the EC Treaty and Article 183(c) of the Euratom Treaty, the Council shall, acting unanimously on a proposal from the Commission and after consulting the European Parliament, adopt the provisions necessary to apply this Decision and to make possible the inspection of the collection, the making available to the Commission and payment of the revenue referred to in Articles 2 and 5.
