COMMUNITY EXTERNAL SHIPPING RELATIONS - COUNCIL CONCLUSIONS "THE COUNCIL OF THE EUROPEAN UNION, CONSIDERING the exchange of views it held on the European Community's external relations in the field of maritime transport; CONSIDERING the importance of maritime transport in economic and trade relations between the European Community and third countries; REQUESTS the Commission to provide the Council as soon as possible with a communication on maritime relations with third countries, including the general guidelines it suggests in this area, and on priority actions to be undertaken, including in international fora; the Council records its intention to hold detailed discussions on the basis of such communication as soon as it receives it; REQUESTS the Commission to submit to the Council as soon as possible a report on the Community action it proposes with regard to external relations with the countries of Western and Central Africa on maritime matters, taking into account the measures already taken, in particular the fact-finding mission entrusted to it by the Council at its meeting on 29 and 30 November 1993, and recent developments in this sector; EMPHASIZES the importance for the maritime policy of the Community and its Member States of the discussions in the Negotiating Group on Maritime Transport Services (NGMTS) currently taking place in the World Trade Organization (WTO), and the need to ensure consistency between these negotiations and Community policy guidelines in this sector in accordance with the principle of free and fair competition".

RELATIONS AVEC LES ETATS-UNIS - CONCLUSIONS DU CONSEIL "Le Conseil, Rappelle l'importance des conclusions du 15 mars 1993 et du 14 mars 1995 relatives aux relations extérieures de la Communauté dans le domaine des Transports aériens ; Considère que les relations aériennes entre les Etats membres et les Etats-Unis sont d'une importance majeure pour les transporteurs communautaires ; Souligne la nécessité de renforcer la compétitivité des transporteurs communautaires sur ces relations et de tenir compte des intérêts des usagers et des différentes régions de la Communauté ; Prend note des travaux engagés en vue d'assurer autant que nécessaire la cohérence des positions des Etats membres ; Convient de la nécessité de poursuivre l'examen de la recommandation de décision relative aux négociations avec les Etats-Unis ainsi que la réflexion engagée sur la définition d'un socle de principes communs ; et invite dans ce contexte la Commission à effectuer une analyse approfondie démontrant si des négociations au niveau communautaire permettraient objectivement d'obtenir un meilleur résultat pour tous les Etats membres et de définir un intérêt commun ; Invite dans ce contexte la Commission à mieux préciser les enjeux économiques d'une négociation globale pour la Communauté et ses Etats membres dans chacun des domaines identifiés au sein du Groupe "Aviation" ; Souligne la nécessité d'approfondir les problèmes soulevés, en particulier les problèmes juridiques, à la lumière notamment de l'avis 1/94 de la Cour de Justice des Communautés européennes ; Demande en conséquence au Comité des Représentants permanents, assisté par le Groupe "Aviation", d'élaborer en vue de la session du Conseil de décembre 1995 un nouveau rapport suggérant des orientations ou des décisions prioritaires, à la lumière aussi de l'analyse approfondie des éléments cités ci-dessus".
RELATIONS WITH THE UNITED STATES - COUNCIL CONCLUSIONS "The Council Recalls the importance of its conclusions of 15 March 1993 and 14 March 1995 concerning the Community's external relations in the air transport sector; Considers that air routes between the Member States and the United States are of major importance to Community carriers; Stresses the need to strengthen the competitiveness of Community carriers on these routes and to take account of the interests of users and of the different regions of the Community; Takes note of the work to ensure that the positions of the Member States are consistent wherever needed; Agrees on the need to continue examining the recommendation for a decision on the negotiations with the United States and the reflections under way on the definition of a platform of common principles; and in this context asks the Commission to carry out a detailed analysis showing whether Community-level negotiations would objectively obtain better results for all Member States and to define a common interest; In this connection requests the Commission better to define the economic implications of comprehensive negotiations for the Community and its Member States in each of the areas identified within the Working Party on Aviation; Stresses the need to study further the problems raised, especially the legal problems, particularly in the light of Opinion 1/94 of the Court of Justice of the European Communities; Consequently calls upon the Permanent Representatives Committee, assisted by the Working Party on Aviation, to prepare a fresh report for the Council meeting in December 1995 suggesting guidelines or priority decisions, in the light also of the detailed analysis of the above elements".
