Considers that a grubbing-up regime as discussed by the Commission in its Communication of 22 June 2006 would severely damage the economic and social situation in the regions of the Union, encouraging a shift in production towards non-Community countries, and is not in line with the objective of economic and social cohesion stated in the Treaty establishing the European Community; proposes the introduction of quality criteria to accompany grubbing-up plans drawn up by the competent regional or national authorities, in consultation with the inter-branch association; points out that the Community has given itself the task of pursuing ‘actions leading to the strengthening of its social and economic cohesion’ (Article 158(1) of the EC Treaty), with special emphasis on ‘reducing disparities between the levels of development of the various regions and the backwardness of the least favoured regions or islands, including rural areas’ (Article 158(2) of the EC Treaty).
