Ce concept un peu ardu signifie en langage clair que la Communauté entend répéter l'effort ambitieux accompli entre 1975 et 1985 pour déconnecter l'activité économique de l'emprise de l'énergie, en d'autres termes de réaliser une même "richesse" économique en utilisant 20% moins d'énergie qu'en 1986 ! Or, constate la Commission Européenne,le secteur de l'électricité se prête bien à cet exercice ambitieux : déjà 10 % d'amélioration de l'efficacité de l'utilisation finale de l'électricité d'ici à l'an 2000 permettrait d'éviter la construction de quelque 60 grandes centrales ( au charbon ou nucléaires ) dans la Communauté,ce qui représente une capacité de 40 Gigawatt et un coût de construction de l'ordre de . milliards d'Ecus !
