Elles s'intéressent : a) à la nécessité (c'est-à-dire à la demande) d'une politique sociale capable de s'attaquer essentiellement aux nouveaux problèmes relatifs au chômage, au passage à de nouvelles conditions économiques et aux ajustements d'ordre général, b) à la mise en place (c'est-à-dire à l'offre) d'une politique sociale via une adaptation des structures administratives devant être mieux à même de remplir le nouveau rôle de celle-ci et c) à l'introduction de nouveaux moyens de gestion de l'information (indicateurs statistiques et informations administratives). En général, le PANincl suit quatre directions stratégiques : (1) une poursuite de l'expansion macro-économique, (2) une politique de l'emploi axée sur la lutte contre le chômage et la flexibilité du marché de l'emploi (aidant les femmes et les groupes à faible revenu), (3) une série de réformes dans des domaines liés à l'exclusion (santé, aide sociale, éducation, sécurité sociale, administration publique, décentralisation), (4) trois nouvelles initiatives ciblées qui seront introduites en janvier 2002.
In this context, three policy adjustments are proposed: a) to the needs (the demand) for social policy to address mainly new problems which are linked to unemployment, the transition to new economic conditions and to global realignments, b) at the delivery (the supply) of social policy through the adaptation of the administrative structures to serve the new role of the social policy, and c) to obtain new ways of information handling (both statistical indicators and administrative information).Overall, the NAPincl moves along four strategic directions: (1) continued macro economic expansion, (2) employment policy aimed against unemployment and in favour of flexibility in the labour market (aiding women and low income groups), (3) a series of reforms in areas linked to exclusion (Health, Welfare, Education, social security, public administration, decentralisation), (4) and three new targeted initiatives to be introduced in January 2002.
