Targets would introduce a new dynamism; they could be set for the reduction of poverty in general as well as for specific forms of poverty, such as child poverty which is currently three points higher than the poverty rate for the total population (19 against 16%), and concerns one child in four in some countries; in-work poverty which hits 8% of the working population and is on the increase; persistent, long-term poverty, for which robust indicators will be available soon; and poverty of older people (65+), which is also an indicator of pension adequacy.

Notes that the Commission's Guidance strives towards the better implementation of the Posting of Workers Directive with the aim of reducing the existing barriers in the Members States, which severely obstruct the effective posting of workers; notes however, that the Commission's legal interpretation in some cases goes beyond that established by the case law of Court of Justice; notes that the Commission, in the conclusions of its Guidance, recognises the need for inspection measures to be more clearly defined and access to information to be improved; expects appropriate mandatory remedies for the enforcement of the directive to be adopted, however;

With regard to Mr Langen and the proposed amendments, which have also been mentioned by some of the other speakers, it is my pleasure to announce that the Commission can accept practically all of them, although I will make some particular points with regard to the last three. Calls on the Commission also to produce as a matter of urgency a thorough qualitative study on the possible distortions of the labour market which might result from the significant increase in labour migration which is principally emerging and may be expected to develop further in particular regions (especially border regions) and sectors (those with a high degree of mobility such as the construction and transport sectors); considers that such a study must not confine itself to what goes on within the legal forms of freedom of movement for workers, but must take particular account of those forms of free movement of services and establishment (particularly by self-employed people who are not really self-employed or independent), forms of subcontracting and cross-border temporary work, and illegal moonlighting, which are a serious obstacle to the proper treatment of migrant or border workers;
