The Council believes that some of the items on the work program of the CTE are ready for results at the WTO Ministerial Conference in Singapore and that the Report by the CTE should lead to the adoption of substantive decisions by the Ministers, notably on the relationships between Multilateral Environmental Agreements (MEAs) and GATT/WTO rules.
