Reconnaissant à la fois la nécessité d'une approche universelle de l'extrême pauvreté et de l'insuffisance du dispositif précédent expérimenté dans un petit nombre de municipalités, lequel s'est néanmoins révélé trop coûteux et a entraîné des abus, le gouvernement envisage de lui substituer un nouveau "revenu de dernier recours", dont les caractéristiques finales (montant, population ciblée, taux de cofinancement par gouvernement) seront négociées avec les régions.
Recognising both the necessity of a universal approach to extreme poverty and the insufficiency of the previous scheme that was experimented in a limited number of municipalities, but that proved marred by abuse and too expensive, the Government intends to replace it with a new "income of last resort", whose final characteristics (amount, target population and rate of co-financing on the part of the government) are to be negotiated with the regions.
