Il faut que les États tiers ou les organisations internationales n'aient accès au PRS que s'ils respectent les principes fondamentaux reposant sur les dispositions du Chapitre I du Titre V du traité sur l'Union européenne, car il importe que le PRS ne soit pas utilisé à mauvais escient par des États tiers abritant des régimes répressifs, totalitaires ou autoritaires.
It is necessary that the non-member states or international organisations have access to the PRS only when they respect the fundamental principles based on the provisions in Chapter I of Title V of the Treaty on European Union, as the PRS should not be misused by non-member states with repressive, totalitarian or authoritarian regimes.
