Si la participation à la monnaie unique fait partie de l'acquis, les pays candidats devront cependant se conformer aux critères de convergence pour pouvoir adhérer à l'euro.
Whereas participation in the single currency is part of the acquis, candidate countries will have to conform to the convergence criteria for participation in the euro.

Recognises that enlargement will present a significant challenge, particularly at an administrative level and that 2004 will be a crucial year for the integration of the candidate countries into the main structural funds; is aware, moreover, that following enlargement there will remain only two and a half years of the current programming period and that as a consequence there will have to be more rapid implementation of programmes than for the current Member States; considers, nevertheless, that these pressures should not translate themselves into a RAL problem;

Reaffirms that the financial perspectives for 2006 which were adopted by the European Council at its meeting in Berlin and which go to make up Agenda 2000 must never be questioned; takes note, however, of the criticism outlined by some Member States and applicant countries regarding the Commission’s proposal for the financing of enlargement; calls on the Seville European Council to establish the necessary political conditions to ensure that the negotiations are not delayed;
