If we really want there to be meaningful consultations on the regulations, and not phoney consultations consisting of 10 minutes of discussion per First Nation community on everything except their real concerns, like the ones that were held on Bill C-7, then it has to be clearly stated in the legislation that there will be a pre-publication period, and that not only stakeholders interested in taking part in the process will have an opportunity to review them, but both Houses of Parliament and the appropriate committees will as well.
