Lorsque le budget de l’UE pour 2017 aura été approuvé par le Parlement européen et le Conseil, la Commission lancera une action préparatoire en 2017, qu’elle propose de doter d’un budget de 25 millions d’EUR pour la première année et d’un budget global prévisionnel de 90 millions d’EUR sur trois ans.
Upon agreement of the EU budget for 2017 by the European Parliament and the Council, the Commission will launch a Preparatory Action in 2017 with a proposed budget of EUR 25 million in the first year and an overall budget of an expected EUR 90 million over three years.

Il s'agit premièrement du fait que «lorsque la Commission exécute le budget de façon partagée, des tâches d'exécution du budget sont déléguées à des Etats membres conformément aux dispositions des titres I et II de la deuxième partie »; et deuxièment que « dans les cas de gestion partagée[...], afin de s'assurer de l'utilisation des fonds conformément à la réglementation applicable, la Commission met en oeuvre des procédures d'apurement des comptes ou des mécanismes de corrections financières lui permettant d'assumer sa responsabilité finale dans l'exécution du budget conformément à l'article 274 du traité CE et à l'article 179 du traité Euratom».
It first states that "Where the Commission implements the budget by shared management, implementation tasks shall be delegated to Member States in accordance with the provisions of Titles I and II of part two". and then that "In cases of shared or decentralised management, in order to ensure that the funds are used in accordance with the applicable rules, the Commission shall apply clearance-of-accounts procedures or financial correction mechanisms which enable it to assume final responsibility for the implementation of the budget in accordance with Article 274 of the EC Treaty and Article 179 of the Euratom Treaty".

5. Lorsque le budget n'est pas définitivement adopté deux semaines au plus tard avant l'inscription du mois de janvier de l'exercice suivant, les États membres inscrivent le premier jour ouvrable de chaque mois, y compris le mois de janvier, un douzième du montant de la ressource propre fondée sur la TVA et de la ressource propre fondée sur le RNB, compte tenu de l'impact sur lesdites ressources de la correction accordée au Royaume-Uni au titre des déséquilibres budgétaires et de la réduction brute accordée au Danemark, aux Pays-Bas, à l'Autriche et à la Suède, inscrites au dernier budget définitivement adopté; la régularisation intervient au moment de la première échéance suivant l'adoption définitive du budget, si celle-ci a lieu avant le seize du mois.

If the budget has not been finally adopted at the latest two weeks before the entry for January of the following financial year, the Member States shall enter on the first working day of each month, including January, one-twelfth of the amount of the VAT-based own resource, and the GNI-based own resource, taking into account the effect on these resources of the correction granted to the United Kingdom for budgetary imbalances and of the gross reduction granted to Denmark, the Netherlands, Austria and Sweden, entered in the last budget finally adopted; the adjustment shall be made on the first due date following final adoption of the budget if it is adopted before the 16th of the month.
