Ms. Papatsie criticized the BFC for advertising its Call for Proposals in 2003 in Newfoundland media only, and suggested that if a company such as Jencor Fisheries was ever to participate meaningfully in the industry, it would have to be first allowed in, and then be allocated a sufficient amount of fish, over a sufficiently long period of time.
