Je dois également exprimer notre regret car le Conseil et, surtout, la Commission nous ont placés dans une position difficile, en nous présentant pour approbation un texte qui, dans sa forme initiale, ignorait le Parlement et nous privait du plein exercice de nos responsabilités en tant qu'autorité budgétaire, allant même jusqu'à ignorer que ce Parlement s'est prononcé à plusieurs reprises sur la nécessité d'agir de manière plus énergique au travers d'une stratégie globale de lutte contre la pauvreté et, donc, de lutte contre le sida, la tuberculose et la malaria, dans un rapport que notre collègue Bashir Khanbhai, ici présent, sur lequel nous avons longuement travaillé et que nous avons approuvé au Parlement dans une résolution du 4 octobre de cette année, à laquelle le document initial qui nous a été présenté ne faisait même pas référence.
On the other hand, I have to say how much we regret that the Council and, especially, the Commission, have put us in such a difficult position. They have presented us with a text which, as originally drafted, bypassed Parliament and denied us the right to exercise our responsibilities as a budgetary authority. No account was taken of Parliament’s repeated statements on the need for much more energetic action in the context of a global strategy to fight against poverty, and, in particular, against AIDS, tuberculosis and malaria. I refer, in particular, to the report by Bashir Khanbhai, who is with us today.
