Monsieur le Président du Conseil, je ne comprends pas, beaucoup dans cette Assemblée ne comprennent pas que le Premier ministre Aznar ait donné clairement son accord, que vous ayez donné clairement votre accord dans ce Parlement alors que les diplomates et fonctionnaires de la présidence espagnole n'ont encore fait aucun pas en faveur de la mise sur pied d'un tel groupe de travail, voire qu'ils l'ont bloquée.
Mr President-in-Office, I fail to understand, many of us in this House fail to understand how it is that Prime Minister Aznar made a clear promise, that you made a clear promise in this House and the diplomatic and official representatives of the Spanish Presidency have done nothing about it; they have in fact blocked this working party right down the line.
