20. fait observer qu'il convient d'améliorer les accords "Berlin plus", grâce auxquels l'Union peut utiliser les moyens et les capacités de l'OTAN, afin de permettre aux deux organisations d'intervenir et d'apporter une aide efficace en cas de crise appelant une réponse civilo-militaire à plusieurs niveaux; estime donc nécessaire d'approfondir les relations entre l'OTAN et l'Union en mettant en place des structures permanentes de coopération, respectueuses de l'indépendance et de l'autonomie des deux organisations et n'excluant pas la participation de tous les pays membres de l'OTAN et de tous les États membres de l'Union qui souhaitent y participer;

Notes that the "Berlin plus" arrangements, which allow the EU to have recourse to NATO assets and capabilities, need to be improved in order to allow the two organisations to intervene and effectively deliver relief in current crises which demand a multi-task civilian-military response; regards it as necessary, therefore, to further develop the relationship between NATO and the EU, by creating permanent structures of cooperation, while respecting the independent and autonomous nature of both organisations and not excluding the participation of all NATO members and all EU Member States that wish to be involved;
