Il y a la question de savoir comment les choses sont mises en oeuvre à l'échelle nationale au Canada, les attentes du public et la mesure dans laquelle on y répond, mais il y a aussi le cadre croissant des obligations internationales auxquelles le Canada s'est engagé, sur des aspects tels que le principe de précaution, le développement durable, l'évaluation environnementale transfrontalière, la protection de la biodiversité, les espèces en voie de disparition.
There's the matter of how things are domestically implemented in Canada, public expectations and the extent to which they're met, but there's also the increasing framework of international obligations that Canada is a signatory to, on things like the precautionary principle, sustainable development, transboundary environmental assessment, protection of biodiversity, endangered species.

(5) considérant qu'une action en la matière se justifie au niveau communautaire non seulement parce que, par rapport au système général de reconnaissance, elle offre aux avocats une voie plus aisée leur permettant d'intégrer la profession dans un État membre d'accueil, mais aussi parce qu'elle répond, en donnant la possibilité à des avocats d'exercer à titre permanent dans un État membre d'accueil sous leur titre professionnel d'origine, aux besoins des usagers du droit, lesquels, en raison des flux d'affaires croissant résultant notamment du marché intérieur, recherchent des conseils lors de transactions transfrontalières dans lesquelles sont souvent imbriqués le droit international, le droit communautaire et les droits nationaux;
(5) Whereas action along these lines is justified at Community level not only because, compared with the general system for the recognition of diplomas, it provides lawyers with an easier means whereby they can integrate into the profession in a host Member State, but also because, by enabling lawyers to practise under their home-country professional titles on a permanent basis in a host Member State, it meets the needs of consumers of legal services who, owing to the increasing trade flows resulting, in particular, from the internal market, seek advice when carrying out cross-border transactions in which international law, Community law and domestic laws often overlap;
