Notes the proposal on the organisation of relations between Parliament and the Council regarding their respective budgets, as annexed to the letter of Secretary-General of the Council of 30 September 2010; disagrees with the standpoints of that proposal, and reiterates that a distinction must be maintained with regard to the different roles of Parliament and the Council in the discharge procedure and in the budgetary procedure, since these are two separate procedures and at no time and under no circumstances can the Council be anything other than fully accountable to the public for the funds entrusted to it; deeply regrets that the Council Presidency and the General Secretariat of the Council declined to attend the meeting of the Committee responsible for the discharge procedure to provide information and answers to questions on the Council discharge for the financial year 2009, and that they also declined to provide written replies to the questionnaire as submitted by the rapporteur;

6. prend note de la proposition de protocole d'accord entre le Parlement et le Conseil concernant leur coopération au cours de la procédure annuelle de décharge, telle qu'elle a été jointe à la lettre du secrétaire général du Conseil du 4 mars 2011 et prend acte que le Conseil est disposé à traiter la procédure de décharge séparément de la procédure budgétaire, mais réaffirme qu'il convient de maintenir une distinction entre les fonctions différentes du Parlement et du Conseil dans la procédure de décharge et que le Conseil ne saurait, en aucun cas et sous aucun prétexte, être déchargé de la responsabilité pleine et entière qui lui incombe de rendre des comptes aux citoyens sur les moyens financiers mis à sa disposition; regrette profondément que la présidence du Conseil et le secrétaire général du Conseil aient décliné l'invitation à assister à la réunion de la commission compétente pour la procédure de décharge afin de fournir des informations et des réponses aux questions concernant la décharge du Conseil pour l'exercice 2009, ainsi qu'à répondre par écrit au questionnaire soumis par le rapporteur;

Notes the proposed memorandum of understanding between the Parliament and the Council on their cooperation during their annual discharge procedure, as annexed to the letter of the Secretary-General of the Council of 4 March 2011, and takes note of the Council's readiness to treat the discharge procedure separately from the budgetary procedure, but reiterates that a distinction must be maintained with regard to the different roles of Parliament and the Council in the discharge procedure and that at no time and under no circumstances can the Council be anything other than fully accountable to the public for the funds entrusted to it; deeply regrets that the Council Presidency and the General Secretariat of the Council declined to attend the meeting of the Committee responsible for the discharge procedure to provide information and answers to questions on the Council discharge for the financial year 2009, and that they also declined to provide written replies to the questionnaire as submitted by the rapporteur;
