My argument today is that this margin may become even more narrow, that the danger to Canada in its relations with the United States is not the management of NORAD or NORTHCOM, which I think can be worked out; it's what happens if the current trends that we see lead to a breakdown or at least a reordering of the western alliance system, particularly with tensions with the United States, with Europe, and with the Security Council.
