TRADUCTIONS EN CONTEXTE

L'objectif est d'actualiser l'accord d'association UE-Chili, qui a maintenant 14 ans, afin d'aligner ses ambitions politiques et de coopération et ses dispositions commerciales sur les accords récents de l'UE.
The aim is to update the 14-year-old EU-Chile Association Agreement to bring its political and cooperation ambitions and trade provisions into line with the EU's modern agreements.

M. Johannes Hahn, commissaire pour la politique européenne de voisinage et les négociations d'élargissement, a déclaré quant à lui: «L'accord d'association sera pour les citoyens géorgiens l'occasion de récolter de plus en plus les bénéfices d'une association plus étroite avec l'UE.

E. considérant que la conclusion de l'accord d'association n'est pas une fin en soi, mais s'inscrit dans le cadre plus vaste de renforcement de la perspective européenne de la République de Moldavie sur les plans économique, politique et social; considérant que l'introduction d'un régime d'exemption de visa pour les citoyens moldaves, la conclusion d'accords dans les domaines de l'aviation, de l'agriculture et de la protection civile, la participation de la République de Moldavie aux agences et programmes de l'Union, la coopération à la politique de sécurité et de défense commune et, plus important encore, la signature de l'accord d'association entre l'Union et la République de Moldavie sont l'expression tangible de ce constat; considérant qu'à cette fin, l'application de l'ensemble des accords est essentielle;
E. whereas the conclusion of the Association Agreement is not an end in itself, but is part of a broader process of enhancing the European perspective of the Republic of Moldova politically, economically and socially; whereas the launch of the visa-free regime for Moldovan citizens, the conclusion of agreements in the areas of aviation, agriculture and civil protection on the participation by the Republic of Moldova in EU agencies and programmes and on common security and defence policy cooperation, and, most importantly, the signature of the EU-Republic of Moldova Association Agreement represent a tangible expression of this process; whereas, to this end, the implementation of all agreements is essential;

7. se félicite de la décision du Conseil européen de signer les chapitres politiques de l'accord d'association avant l'élection présidentielle en Ukraine; se félicite de l'engagement du Conseil européen à veiller à ce que l'Union européenne adopte unilatéralement des mesures qui permettront à l'Ukraine de tirer largement profit des avantages que comporte l'accord de libre-échange approfondi et complet, tels l'application de dispositions relatives à l'importation de biens, notamment la réduction des droits de douane et l'ouverture des contingents tarifaires; réitère que les parties en suspens de l'accord d'association et de l'accord de libre‑échange approfondi et complet devraient être signées aussi rapidement que possible; insiste sur le fait que des signaux clairs sont nécessaires pour signaler à la Russie qu'il n'y a rien dans cet accord qui mette en péril les relations futures de coopération politique et économique entre l'Ukraine et la Russie ou qui porte préjudice à ces relations; se félicite que le Conseil ait récemment reconnu que l'accord d'association, y compris un accord de libre-échange approfondi et complet, ne constituait pas l'objectif final de la coopération UE – Ukraine; souligne, en outre, que l'article 49 du traité UE fait mention de tous les États européens, dont l'Ukraine, qui est dotée d'une perspective européenne et peut introduire une demande d'adhésion à l'Union, pour autant qu'elle adhère aux principes de la démocratie, qu'elle respecte les libertés fondamentales, ainsi que les droits de l'homme et des minorités, et qu'elle garantisse l'état de droit;
7. Welcomes the decision of the European Council to sign the political chapters of the Association Agreement before the presidential elections in Ukraine; welcomes the European Council’s commitment to ensuring that the EU unilaterally adopts measures that will allow Ukraine to benefit substantially from the advantages offered in the Deep and Comprehensive Trade Area, such as the application of provisions related to the import of goods by reducing tariffs and opening tariff rate quotas; reiterates that the outstanding parts of the AA/DCFTA should be signed as soon as possible; insists on the need for clear signals demonstrating to Russia that nothing in this agreement endangers or harms future cooperative bilateral political and economic relations between Ukraine and Russia; welcomes the recent recognition by the Council that the Association Agreement, including a DCFTA, does not constitute a final goal in EU-Ukraine cooperation; stresses, furthermore, that Article 49 TEU refers to all European states, including Ukraine, which has a European perspective, and may apply to become a Member of the Union, provided that it adheres to the principles of democracy, respects fundamental freedoms and human and minority rights, and ensures the rule of law;

26. Recalls its view that the Association Agreements are an important tool for stimulating reform and should include concrete conditions, timetables and performance benchmarks and be accompanied by a regular monitoring process in order to efficiently deepen the bilateral relationship with the EU in a holistic way and to enhance coherence between all of the components of such agreements, i.e. the political, economic, social and cultural components and the human rights obligations; stresses that the Comprehensive Institution-Building Programmes should be launched as swiftly as possible; emphasises that, bearing in mind the ambitious nature of the Association Agreements and their crucial importance for the future of the EaP, the EU should support these countries through the provision of technical and financial assistance, so as to empower them to fulfil the implementation commitments; reminds the Commission of its responsibility to keep Parliament and the relevant rapporteurs duly informed of the negotiating mandates for the Association Agreements and of the negotiations themselves;

C. considérant que les directives pour la négociation du futur accord d'association économique, de concertation politique et de coopération doivent tenir compte de la volonté des parties, exprimée au paragraphe 31 de la Déclaration de Vienne, de conclure un accord d'association global, c'est-à-dire un accord qui réaffirme la conviction selon laquelle les relations avec l'Amérique centrale, impliquent une association politique et économique avec la région et les différents pays qui la composent, qui tienne compte des déséquilibres et inégalités existant entre les deux régions et entre les différents pays d'Amérique centrale qui, pour cette raison même, comporte des dispositions fondamentales sur la coopération au développement et la cohésion sociale et qui tende au libre-échange,
C. whereas the guidelines for negotiation of the future agreement on economic association, political consensus and cooperation must accord with the parties" wish, as expressed in paragraph 31 of the Vienna Declaration, to conclude a comprehensive association agreement, in other words, one which restates the firm belief that the relationship with Central America, implies a political and economic partnership with the region and its various countries which takes into account the asymmetry and inequalities between the two regions and amongst the various Central American countries, and which therefore includes key provisions on development cooperation and social cohesion and will strive to bring about free trade,

Les accords de partenariat et de coopération, les accords d'association ou d'autres accords existants ou à venir qui pourraient établir des liens avec les pays partenaires, ainsi que les communications de la Commission et les conclusions du Conseil décrivant les orientations de la politique de l'Union européenne à l'égard de ces pays tracent un cadre politique global pour la programmation de l'assistance communautaire au titre du présent règlement.
1. The partnership and cooperation agreements, the association agreements and other existing or future agreements which establish a relationship with partner countries, and the relevant Commission communications and Council conclusions laying down guidelines for European Union policy towards these countries, shall provide an overall policy framework for the programming of Community assistance under this Regulation.
