Question No. 1287 Mr. Dany Morin: With regard to the amendments to the Navigable Waters Protection Act in A second Act to implement certain provisions of the budget tabled in Parliament on March 29, 2012 and other measures: (a) what is the amount of funding provided by Transport Canada (TC) to First Nations organizations so they can follow through on the amendments; (b) which First Nations organizations participated in the decision-making process identifying which waterways would be protected under the Act; (c) what are the details of the commitments made by the Minister of Transport, Infrastructure and Communities to the First Nations and organizations consulted, namely (i) the meeting dates and times, (ii) the details of meeting minutes and agendas; (d) which First Nations groups or organizations received TC funding to analyze and comment on the bill; (e) how TC worked with First Nations organizations at the national, regional, provincial and international levels; and (f) what is the total amount of funding provided by TC to the Canadian industry so it could analyze and comment on the bill?

Recognises that mobilising sufficient funding under a global climate deal will be absolutely crucial for halving and eventually halting global deforestation; supports, in this context, the Commission's proposal to create a Global Forest Carbon Mechanism (GFCM) within the framework of the United Nations Framework Convention on Climate Change, based on a permanent financing scheme; calls on Member States to back up their commitment to halting global deforestation and forest degradation by earmarking a significant part of the auctioning revenues from the EU emissions trading scheme (ETS) for reducing deforestation and forest degradation in developing countries and by focusing the negotiations on funding sources as outlined in the Commission Communication of 28 January 2009 entitled "Towards a comprehensive climate change agreement in Copenhagen" (COM(2009)0039); calls on Member States to support the Commission's proposal to embrace the funding proposal made by Norway and to allocate part of future revenues from auctioning of Assigned Amount Units to the GFCM;
