TRADUCTIONS EN CONTEXTE

Le présent rapport vise à répondre à deux questions de base en matière de résultats: 1) Comment les décaissements et interventions spécifiques effectués en 2012 se sont-ils alignés sur les six priorités stratégiques? 2) Comment l’UE et ses États membres se sont-ils conformés aux 3C (coordination, complémentarité et cohérence) dans la réalisation de ces priorités?
This report sets out to answer two basic performance questions: 1) how were the disbursements and specific interventions made in 2012 aligned with the six policy priorities and 2) how did the EU and its Member States adhere to the 3Cs of coherence, complementarity and coordination in addressing these priorities.

L’expérience acquise grâce à ces premiers rapports sur les priorités « participation » et « information » devrait être utile pour établir les rapports sur les deux priorités restantes (« activités de volontariat » à la fin 2006 et « compréhension et connaissance accrues de la jeunesse » à la fin 2008).
The experience drawn from this first reporting exercise on the participation and information priorities should serve as useful experience for the reports on the two remaining priorities, namely voluntary activities (end 2006) and greater knowledge and understanding of youth (end 2008).

[4] L’article 31, paragraphe 2, alinéa 1, du règlement (CE) n° 1260/1999 définit la règle «N+2»: la part d’un engagement qui n’a pas été réglée par l’acompte ou pour laquelle aucune demande de paiement recevable, au sens de l’article 32, paragraphe 3, n’a été présentée à la Commission à l’issue de la deuxième année suivant celle de l’engagement ou, le cas échéant et pour les montants concernés, dans les deux ans suivant la date d’une décision prise ultérieurement par la Commission pour autoriser une mesure ou une opération, ou encore à l’issue du délai de transmission du rapport final visé à l’article 37, paragraphe 1, est dégagée d’office par la Commission; la participation des Fonds à cette intervention en est réduite d’autant.
[4] Subparagraph of Article 31 (2) of Regulation (EC) N° 1260/1999 sets out the “n+2 rule": The Commission shall automatically decommit any part of a commitment which has not been settled by the payment on account or for which it has not received an acceptable payment application, as defined in Article 32(3), by the end of the second year following the year of commitment or, where appropriate and for the amounts concerned, following the date of a subsequent Commission decision necessary in order to authorise a measure or an operation or by the end of the deadline for the transmission of the final report referred to in Article 37(1); the contribution from the Funds to that assistance shall be reduced by that amount.
