2. Les autorités compétentes de l'État membre d'établissement délivrent au titulaire l'original de la licence communautaire, qui est conservé par le transporteur, ainsi que le nombre de copies certifiées conformes correspondant à celui des véhicules utilisés pour le transport international de voyageurs dont le titulaire de la licence communautaire dispose soit en pleine propriété, soit à un autre titre, notamment en vertu d'un contrat d'achat à tempérament, d'un contrat de location ou d'un contrat de crédit-bail ║.
2. The competent authorities of the Member State of establishment shall issue the holder with the original of the Community licence, which shall be kept by the carrier, and shall also issue the number of certified true copies corresponding to the number of vehicles used for the international carriage of passengers at the disposal of the holder of the Community licence, either in full ownership, or in another form, notably by virtue of an instalment-purchase contract, a hire contract or a leasing contract.

(17) Etant donné que l'objectif de l'action envisagée, à savoir l’adoption de règles uniformes sur la loi applicable aux obligations contractuelles afin d’assurer une meilleure prévisibilité des décisions de justice en la matière , ne peut pas être réalisé de manière suffisante par les Etats membres et peut donc en raison des effets de l’action mieux être réalisé au niveau communautaire, la Communauté peut prendre des mesures, conformément au principe de subsidiarité consacré à l'article 5 du traité. Conformément au principe de proportionnalité tel qu'énoncé audit article, le règlement, qui renforce la sécurité juridique sans pour autant exiger une harmonisation des règles matérielles de droit interne, n'excède pas ce qui est nécessaire pour atteindre cet objectif.
(17) Since the objective of the proposed action, namely better foreseeability of court judgments requiring genuinely uniform rules on the law applicable to contractual obligations determined by a mandatory and directly applicable Community legal instrument, cannot be adequately attained by the Member States, who cannot lay down uniform Community rules, and can therefore, by reason of its effects throughout the Community, be better achieved at Community level, the Community can take measures, in accordance with the subsidiarity principle set out in Article 5 of the Treaty. In accordance with the proportionality principle set out in that Article, a Regulation, which increases certainty in the law without requiring harmonisation of the substantive rules of domestic law, does not go beyond what is necessary to attain that objective.
