En juillet 2004, la Commission a présenté un paquet de propositions concernant la réforme de la politique régionale, réforme qui devrait entrer en vigueur le 1er janvier 2007. Les bases de la réforme se trouvent dans ce document sur les dispositions générales, qui est accompagné d'autres documents spécifiques sur les Fonds structurels - le Fonds européen de développement régional (FEDER), et le Fonds social européen (FSE) et le nouveau groupement européen de coopération transfrontalière.
Proposal for a Council Regulation of 14 July 2004 laying down general provisions on the European Regional Development Fund, the European Social Fund and the Cohesion Fund [COM(2004) 492 final - Not published in the Official Journal]. In July 2004, the Commission presented a package of proposals for reforming regional policy after 1 January 2007. The basis of the reform is set out in the general provisions given in this document, which accompanies the other specific documents for the two Structural Funds (ERDF and ESF), the Cohesion Fund and the new European grouping of cross-border cooperation.

Les travaux menés en 2001 ont ouvert à la voie à deux grands événements en 2002: la troisième conférence sur l'intégration de la dimension hommes/femmes au sein des Fonds structurels (14 et 15 juin 2002, Santander, Espagne) ainsi que la communication de la Commission sur la mise en oeuvre de la dimension du genre dans les documents de programmation des Fonds structurels, dont l'objectif sera de réviser et d'affiner l'intégration de la dimension du genre dans les Fonds structurels, à la suite d'une réforme générale de ces Fonds.
The work done in 2001 paved the way for two main events in 2002. The 3rd Conference on Gender Mainstreaming in the Structural Funds (June 14th and 15th 2002, Santander, Spain) and the Commission Communication on the implementation of gender mainstreaming in the Structural Funds programming documents which aim at reviewing and fine-tuning gender mainstreaming in the Structural Funds inthe wake of a general reform of the Structural Funds.

Après avoir examiné les documents fournis par la Commission, le Tribunal a décidé, par ordonnance du 18 avril 2013, de verser au dossier le guide général, de renvoyer le guide détaillé à la Commission au motif que, après lecture, ce guide ne lui était pas apparu nécessaire pour se prononcer sur le bien-fondé des moyens soulevés par le requérant dans la présente affaire, d’accepter la demande de confidentialité de la Commission en ce qui concerne le profil de marquage et de soumettre la communication au requérant du guide général et de la version non confidentielle du profil de marquage à un traitement confidentiel sous conditions.
After examining the documents supplied by the Commission, the Tribunal decided, by order of 18 April 2013, to place the general guide on the file and to send the detailed guide back to the Commission, on the ground that, having read the guide the Tribunal did not consider that this was necessary for it to rule on the merits of the pleas put forward by the applicant in the present case; to agree to the Commission’s request for confidentiality regarding the marking profile, and to make communication to the applicant of the general guide and the non-confidential version of the marking profile subject to confidential treatment and to certain conditions.

In this context, and following finalisation of the scrutiny of measures planned under single programming documents involving assistance from the Funds in the Objective 2 regions in 2000-2006, the Commission focused its attention during 2002 on the appraisal of various major projects eligible under Articles 25 and 26 of the General Regulation, which should be made simpler by the adoption of the new multisectoral framework on regional aid for large investment projects [10].
