Je souhaiterais, pour ma part, insister sur quelques points que nous avons soutenus avec ma collègue, MVlasto, au sein de la commission des transports, pour dire que l’Union européenne doit agir pour renforcer la compétitivité du transport maritime, que celle-ci passe notamment par l’amélioration des conditions de travail et des possibilités de carrière dans ce secteur sans que, pour autant, l’objectif de compétitivité soit dissocié de ceux du développement durable, de la concurrence loyale et de la sécurité.
I would personally like to stress certain points that my colleague, Mrs Vlasto, and I have been promoting within the Committee on Transport and Tourism, which are that the European Union needs to act to strengthen the competitiveness of the maritime transport sector, that this involves, in particular, improving working conditions and career opportunities within the sector, without dissociating the aim of competitiveness from those of sustainable development, fair competition and safety.

This communication proposes the creation of a maritime transport space without barriers in the European Union (EU) designed to harmonise and simplify administrative procedures in short sea shipping. This would improve the efficiency and competitiveness of intra-EU maritime transport and make the procedures for maritime transport as simple as those for other modes of transport.

Encouragement du transfert modal et désengorgement des axes de transport. Encouraging modal shift and decongesting transport corridors: Developing and demonstrating seamless door-to-door transport for people and goods as well as technologies to ensure effective intermodality, including in the context of rail transport competitiveness. This means developing a “single system approach” with a balance between modes of transport, involving the promotion of rail, inland waterway transport and short sea shipping as alternatives to road and short-haul air transport, something which is also an objective of the Marco Polo programmes.

(c) "catalyst action" shall mean any innovative action aimed at overcoming Community-relevant structural barriers in the market for freight transport which impede the efficient functioning of the markets, the competitiveness of short sea shipping, rail, or inland waterways, and/or the efficiency of transport chains making use of these modes; for the purpose of this definition, "structural market barrier" shall mean any non-regulatory, factual and non-temporary impediment to the proper functioning of the freight transport chain;
