Étant donné la concentration des marchés financiers de l'UE et le développement d'un espace unique de paiement en euros, les première et troisième conditions (c'est-à-dire que le pays ou le territoire soit lié à l'État membre concerné par une union monétaire ou fasse partie de la zone monétaire de cet État membre et qu'il impose aux PSP relevant de sa juridiction l'application de règles identiques à celles instituées par le règlement proposé) semblent être suffisantes pour atteindre les objectifs de l'obligation d'autorisation.
In view of the consolidation of financial markets in the EU and the development of the Single Euro Payments Area, the first and third conditions (i.e. that the country or territory shares a monetary union with the Member State concerned or forms part of the currency area of the Member State concerned and that it requires PSPs under its jurisdiction to apply the same rules as those established under the proposed regulation) seem to be sufficient to achieve the aims of the authorisation requirement.

Au cours de la séance du 5 juin 2003, le Président du Parlement a annoncé que la commission économique et monétaire avait été autorisée à élaborer un rapport d'initiative, conformément à l'article 163 du règlement, sur un cadre juridique pour un espace unique de paiement et que la commission juridique et du marché intérieur avait été saisie pour avis.
At the sitting of 5 June 2003 the President of Parliament announced that the Committee on Economic and Monetary Affairs had been authorised to draw up an own-initiative report under Rule 163 on a legal framework for a single payment area (2003/2101(INI)) and the Committee on Legal Affairs and the Internal Market had been asked for its opinion.
