La Communauté et les États membres devraient contribuer à l'utilisation sûre des PPP dans les pays en voie de développement et les NEI en évaluant et en surveillant plus étroitement leurs exportations et dons de produits chimiques, en mettant en oeuvre des mesures de formation et de contrôle de l'utilisation, de la manutention et du stockage des PPP et en contribuant à la gestion des stocks de pesticides périmés en promouvant l'extension des capacités et l'échange d'informations.
The Community and the Member States should contribute to the safe use of PPPs in developing countries and NIS by better monitoring and assessing their exports or donation of chemicals, training and stewardship of the use, handling and storage of PPPs and the management of stockpiles of obsolete PPPs, by supporting capacity building and information exchange.

5. Les modalités de mise en œuvre et d'utilisation du Fonds, et notamment des ressources financières et administratives nécessaires pour l'établissement de rapports, l'évaluation, la gestion et le contrôle, tiennent compte du principe de proportionnalité au regard de l'ampleur du soutien apporté et des capacités administratives limitées des organisations qui dépendent essentiellement de bénévoles.
5. Arrangements for the implementation and use of the Fund, and in particular the financial and administrative resources required in relation to reporting, evaluation, management and control shall take into account the principle of proportionality having regard to the level of support allocated and the limited administrative capacity of the organisations that function thanks mainly to volunteers.

Pour ce qui est des victimes de tortures, l'accent sera mis sur les services de réhabilitation (psychothérapie et autre assistance psychiatrique, soins médicaux et réhabilitation sociale) et sur le renforcement des institutions (formation de professionnels et de bénévoles, développement des capacités de gestion, développement des capacités de collecte de fonds, renforcement des relations avec les autorités nationales de santé, etc.).
As for victims of torture, the focus will be on rehabilitation services (psychotherapy and other psychiatric assistance, medical care, social rehabilitation) and on institutional strengthening (training of professionals and volunteers, development of managerial capacity, development of fund-raising capabilities, strengthening of relations with National Health Authorities, etc.).

14. The Community and the Member States should contribute to the safe use of PPPs in developing countries and the newly independent States (NIS) by better monitoring and assessing their exports and donations of chemicals, training and stewardship of the use, handling and storage of PPPs and the management of stockpiles of obsolete PPPs, by supporting capacity building and information exchange.

Parmi ces divers projets, on peut épingler: - un projet réalisé en Russie par l'Association italienne des femmes dans le développement dans le but de mieux faire connaître et comprendre la situation des femmes en Russie et le droit international de la condition féminine, - un projet lancé en Slovaquie par l'Institut de coopération sociale internationale dans le but de démocratiser l'Union des coopératives slovaques, - un projet réalisé en Bulgarie par la fondation Novib néerlandaise dans le but d'encourager les citoyens à participer aux processus décisionnels locaux, - un projet mis sur pied au Tadjikistan par la "Counterpart Foundation" allemande pour développer les ONG en organisant des activités de formation et d'information, - un projet réalisé en Pologne et en Hongrie, sous le parrainage de la Fondation hongroise pour le développement de la société civile, en vue de développer les dons aux organisations bénévoles ainsi que de renforcer la capacité de collectes de fonds. - un projet réalisé au Kazakhstan et au Kirghizistan par la Thomson Foundation britannique en vue de former 40 journalistes aux questions relatives aux relations entre les médias et les autorités.
Examples of projects supported are : - A project in Russia, led by the Italian Association for Women in Development, which aims to increase knowledge and understanding of the condition of women in Russia and of international legislation relating to women; - A project in Slovakia led by the Institut de Coopération Sociale Internationale (ICOSI) designed to develop democratic practices in the Union of Cooperatives of Slovakia; - In Bulgaria, a project by the Dutch Novib Foundation to encourage citizen participation in local community decision-making processes; - In Tajikistan, a project to be managed by the German Counterpart Foundation aiming at the development of NGO's through training and information activities; - In Poland and Hungary, a project sponsored by the Hungarian Civil Society Development Foundation aiming to develop corporate giving to voluntary organisations as well as enhancing advocacy and fund-raising skills; - In Kazakhstan and Kyrgyzstan, a project by the UK Thomson Foundation aiming to provide skills training for 40 journalists in the areas of media and authority.
