Definition: This block contains a wide variety of disorders that differ in severity and clinical form but that are all attributable to the use of one or more psychoactive substances, which may or may not have been medically prescribed. The third character of the code identifies the substance involved, and the fourth character specifies the clinical state. The codes should be used, as required, for each substance specified, but it should be noted that not all fourth character codes are applicable to all substances. Identification of the psychoactive substance should be based on as many sources of information as possible. These include self-report data, analysis of blood and other body fluids, characteristic physical and psychological symptoms, clinical signs and behaviour, and other evidence such as a drug being in the patient's possession or reports from informed third parties. Many drug users take more than one type of psychoactive substance. The main diagnosis should be classified, whenever possible, according to the substance or class of substances that has caused or contributed most to the presenting clinical syndrome. Other diagnoses should be coded when other psychoactive substances have been taken in intoxicating amounts (common fourth character .0) or to the extent of causing harm (common fourth character .1), dependence (common fourth character .2) or other disorders (common fourth character .3-.9). Definition: A transient disorder that develops in an individual without any other apparent mental disorder in response to exceptional physical and mental stress and that usually subsides within hours or days. Individual vulnerability and coping capacity play a role in the occurrence and severity of acute stress reactions. The symptoms show a typically mixed and changing picture and include an initial state of daze with some constriction of the field of consciousness and narrowing of attention, inability to comprehend stimuli, and disorientation. This state may be followed either by further withdrawal from the surrounding situation (to the extent of a dissociative stupor - F44.2), or by agitation and over-activity (flight reaction or fugue). Autonomic signs of panic anxiety (tachycardia, sweating, flushing) are commonly present. The symptoms usually appear within minutes of the impact of the stressful stimulus or event, and disappear within two to three days (often within hours). Partial or complete amnesia (F44.0) for the episode may be present. IN-CONTEXT TRANSLATIONS

Decision of the Executive Committee SCH/Com-ex (96) 13 rev. 1 (7) established the principles regulating the rights and obligations of representing and represented Member States in respect of the issuance of Schengen visas in third countries where not all Schengen States are represented.

In fact, the ‘Schengen acquis’, including the lifting of internal border controls between Member States, will not be fully applied by the new Member States upon their accession to the EU. This means that current Schengen States, including Sweden, will continue to carry out controls on persons at all their borders with the new Member States after 1 May.

Each Member State shall communicate to the Secretary-General of the Council such amendments as it wishes to make to the CCI concerning Part III of Annex 1 thereto, Schedule A of Annex 2 thereto (with the exception of the visa requirements relating to the countries mentioned in that Schedule which must be the subject of prior consultation) and Schedule B of Annex 2, Part II of Annex 3, and to Annexes 4, 5, 7 and 9 thereto, to the manual of documents to which a visa may be affixed, to the manual concerning the issuance of Schengen visas in third States where all the Schengen States are not represented, and to Annexes 6 and 9 of the Schengen Consultation Network (Technical Specifications).

Iedere lidstaat stelt de secretaris-generaal van de Raad in kennis van de wijzigingen die hij wenst aan te brengen in deel III van bijlage 1, overzicht A van bijlage 2 (met uitzondering van de visumvereisten voor de in dat overzicht vermelde landen waarvoor voorafgaande raadpleging dient plaats te vinden) en overzicht B van bijlage 2, deel II van bijlage 3, en de bijlagen 4, 5, 7 en 9 van de GVI, in het handboek inzake documenten waarin een visum kan worden aangebracht, alsmede in het handboek betreffende de afgifte van Schengenvisa in derde staten waar niet alle Schengenstaten vertegenwoordigd zijn en in de bijlagen 6 en 9 van het document "Schengen-raadplegingsnetwerk (Bestek)".

(10) It is also necessary to provide for a procedure whereby the members of the Council and the Commission are informed without delay of all amendments to the manual of documents to which a visa may be affixed, to the manual concerning the issuance of Schengen visas in third States where all the Schengen States are not represented, to Annexes 6 and 9 of the Schengen Consultation Network (Technical Specifications), and to those Annexes to the CCI which consist, in whole or in part, of lists of factual information which must be provided by each Member State in accordance with the rules which it currently applies, and which therefore do not fall to be adopted, amended or updated by an act of the Council.

The General Secretariat of the Council shall be responsible for the preparation of revised versions of the CCI and the Annexes thereto, of the manual of documents to which a visa may be affixed, of the manual concerning the issuance of Schengen visas in third States where all the Schengen States are not represented, and of the Schengen Consultation Network (Technical Specifications), in order to incorporate amendments made pursuant to Articles 1 and 2.

(4) Furthermore, a manual concerning the issuance of Schengen visas in third States where all the Schengen States are not represented has been established as Document SCH/II (95) 16, 19th revision, listed under reference SCH/Com-ex (99) 13 in Annex A to Decision 1999/435/EC.

39. Points out that application of the concept of "safe third countries" and of "mere transit" can result in chain deportations or even violation of the principle of "non-refoulement"; expresses its concern at the content of the Council Recommendation concerning a specimen bilateral agreement on the readmission of "undesirable" aliens between a Member State of the EU and a third country as well as at the conclusion of such agreements; call on the Schengen States not to return an asylum seeker to another State before determining that:
