The CoR opinion stresses that candidate countries have to continue to strengthen the quality of local and regional administration and governance as the readiness of countries for EU membership will also depend on their local and regional administrative capacity.
In het CvdR-advies wordt beklemtoond dat kandidaat-lidstaten de kwaliteit van het lokale en regionale overheidsbestuur verder moeten verbeteren. Of een land klaar is voor toetreding, hangt namelijk mede af van de lokale en regionale bestuurscapaciteit.

Reminds the candidate countries that the administrative and judicial implementation of the acquis remains the biggest problem; supports the Commission in the implementation of its administrative action plan aimed at increasing the administrative and judicial capacity of the candidate countries; urges the Commission, however, to provide for a much stronger local and regional component in order to prepare the subnational level in the candidate countries for the responsibilities of membership; supports regional and local authorities in their efforts to take part by opening up funding possibilities and twinning instruments for municipalities, too;

Objectives cover areas such as meeting the political criteria for membership, economic reform, reinforcement of institutional and administrative capacity, preparation for membership of the internal market, justice and home affairs, agriculture, environment, transport, employment and social affairs, regional policy and cohesion.
