The actions proposed in this recommendation should take into account the diversity of the Member States and their different starting points as regards the macroeconomic situation, the level of long-term unemployment as well as its fluctuation rate, the institutional set-up, regional differences and the capacity of the various labour-market players.

For the purposes of this Recommendation, as in other political documents of the European Parliament and of the Council, the term ‘Roma’ is used as an umbrella term which includes groups of people who have more or less similar cultural characteristics, such as Sinti, Travellers, Kalé, Gens du voyage, etc., whether sedentary or not.

Calls on its competent committees to follow up the implementation of the above recommendations in the next legislative term, including in the context of the hearings of the Commissioners-designate for the next Commission term of office and in their contacts with counterparts in national parliaments; calls on the European Parliament's delegations for relations with third countries and on the European Parliament component of multilateral parliamentary assemblies to regularly raise the issue of climate change and the need for actions and initiatives on the part of all countries in their contacts with third countries' representatives;

Recalls in particular the essential objectives in combating climate change and stresses the importance, in accordance with the recommendations contained in the IPCC's Fourth Assessment Report (AR4) and as included in the Bali roadmap, of setting, for the EU and the other industrialised countries as a group, a medium-term target of a 25%-40% reduction in greenhouse gas emissions by 2020, as well as a long-term reduction target of at least 80% by 2050, compared to 1990, maintaining the focus on restricting the increase in average global temperature to 2°C over pre-industrial levels and thus achieving a 50% probability of meeting this objective;
herinnert met name aan de nodige doelstellingen in de strijd tegen de klimaatverandering en onderstreept, overeenkomstig de aanbevelingen in het vierde evaluatierapport (AR4) van het IPCC, die zijn opgenomen in het Bali-actieplan, het doel om, voor de EU en de andere geïndustrialiseerde landen als groep, de uitstoot van broeikasgasemissies op de middellange termijn, tegen 2020, met 25 à 40% te verminderen, en op de lange termijn, tegen 2050, met ten minste 80% ten opzichte van 1990, terwijl de nadruk blijft liggen op beperking van de stijging van de gemiddelde mondiale temperatuur tot 2°C boven het niveau van vóór de industrialisering en aldus deze doelstelling met een waarschijnlijkheid van 50% te verwezenlijken;
