IN-CONTEXT TRANSLATIONS

As a follow-up to the extensive public consultation[29] on the basis of the Green Paper “Promoting the mental health of the population: Towards a strategy on mental health for the EU”[30] of October 2005, the Commission announced, at the meeting of the EPSCO Council in December 2007, the organisation of a high-level conference on mental health with the objective of establishing a European Pact for Mental Health.
Naar aanleiding van de uitgebreide publieke raadpleging[29] in het kader van het in oktober 2005 gepubliceerde Groenboek “De geestelijke gezondheid van de bevolking verbeteren. Deplores the fact that past adjustments and reforms and inequitable development policies have contributed to ineffective health systems; urges the Commission to help the three countries affected to develop their own public health systems in order for them to be able to meet basic healthcare needs and to build up the infrastructure required to ensure that all their citizens have access to public healthcare; in particular, takes the view that building a resilient health system over the long term requires, inter alia, (i) investing resources in basic public health services, (ii) ensuring safe and quality care by increasing resources to train, supervise and pay health workers adequately and by giving access to safe drugs, (iii) engaging local stakeholders and communities in crisis response and development planning; calls on international donors to increase Official Development Assistance (ODA) to those countries through country systems such as budget support; calls on the Commission to establish, in cooperation with partner countries, the WHO, the World Bank and other donors, coherent needs-based health plans and monitoring procedures;

According to the Commission the key to the development and the reform of health-care and long-term-care systems is the effective running of systems based on the linking of responsibilities and the transfer thereof to the individuals involved in the systems, including the social partners, local and regional authorities, patients and non-governmental organisations. At the same time health-care providers, financial organisations, non-governmental organisations and public authorities must be coordinated.

(7) In its Resolution of 29 June 2000 on the follow-up to the Evora conference on health determinants, the Council considered that the increasing differences in health status and health outcomes between and within Member States called for renewed and coordinated efforts at national and Community level; welcomed the Commission's commitment to submit a proposal for a new public health programme containing a specific strand of action aimed at addressing health determinants by means of health promotion and disease prevention underpinned by intersectoral policy and agreed that there was a need to develop the appropriate knowledge base for this and, therefore, that an efficacious health monitoring system should be established for this purpose; stressed the importance of the new Community public health strategy building upon the activities on specific determinants taken in the existing programmes, especially with respect to tobacco, nutrition and alcohol and that it was important not only to ensure continuity with existing actions, but also to take forward work on these issues in a fully coherent and systematic way.
(7) In zijn resolutie van 29 juni 2000 over de follow-up van de conferentie van Evora inzake gezondheidsdeterminanten heeft de Raad verklaard dat de steeds groter wordende verschillen qua gezondheidssituatie en -resultaten tussen en binnen de lidstaten nieuwe en gecoördineerde inspanningen vergen op nationaal en communautair niveau, heeft hij de toezegging van de Commissie verwelkomd dat zij een voorstel zal indienen voor een nieuw programma voor de volksgezondheid, met een speciaal actieonderdeel voor het aanpakken van gezondheidsdeterminanten door middel van gezondheidsbevordering en ziektepreventie, ondersteund door een intersectoraal beleid, heeft hij ermee ingestemd dat als basis daarvoor de relevante kennis moet worden ontwikkeld en met het oog hierop een efficiënt systeem voor gezondheidsmonitoring moet worden opgezet, heeft hij het belang benadrukt van een nieuwe communautaire volksgezondheidsstrategie die voortbouwt op de activiteiten met betrekking tot specifieke factoren uit de bestaande programma's, vooral in verband met tabak, voeding en alcohol en heeft hij onderstreept dat er niet alleen gezorgd moet worden voor samenhang met de huidige acties, maar dat het werk met betrekking tot die thema's tevens volledig coherent en systematisch voortgezet moet worden.

This may, of course, be seen as an issue concerning the internal market, but also as a public health matter for the whole EU. What are the respective roles of alcohol policy and public health considerations in the Commission's work?
