3.1. Cost-effective promotion and prevention measures of communicable and non-communicable diseases: this will include actions towards the setting up of pan-European networks and partnerships engaging a wide range of actors in communication, education and awareness raising actions on key health issues such as the elimination of environmental health risks, mental health, smoking prevention, alcohol and drug abuse, unhealthy eating and a sedentary lifestyle within the context of tackling diet-related obesity, and health promotion programmes aimed at the general public, internal and external air pollution with a focus on the cross-border dimension and on Member States with no or little action on these issues, and operating in a gender-sensitive framework.
3.1. Our demand, which centres on Taiwan's being granted observer status at the World Health Organisation, is a public health issue of the utmost importance. It concerns both the 20 million residents of the island and the entire international community, us included.

Τhe first integrated Community action programme in the field of public health is the programme in force for 2003-2008 and there is a clear difference in its entire philosophy compared with previous such initiatives in that, although in the past important health issues, such as the anti-cancer programme, health promotion, AIDS, drug addiction, health monitoring, injuries, rare diseases, pollution-related diseases, were being addressed, they were dealt with in a piecemeal manner, mainly in isolation from one another.

(7) In its Resolution of 29 June 2000 on the follow-up to the Evora conference on health determinants, the Council considered that the increasing differences in health status and health outcomes between and within Member States called for renewed and coordinated efforts at national and Community level; welcomed the Commission's commitment to submit a proposal for a new public health programme containing a specific strand of action aimed at addressing health determinants by means of health promotion and disease prevention underpinned by intersectoral policy and agreed that there was a need to develop the appropriate knowledge base for this and, therefore, that an efficacious health monitoring system should be established for this purpose; stressed the importance of the new Community public health strategy building upon the activities on specific determinants taken in the existing programmes, especially with respect to tobacco, nutrition and alcohol and that it was important not only to ensure continuity with existing actions, but also to take forward work on these issues in a fully coherent and systematic way.
