Considers that crisis distillation arrangements should remain in place, albeit with the necessary changes, as should a second differentiated scheme providing for market-oriented distillation to guarantee a continuous supply of vinous alcohol to the spirit drink industry; points out that potable alcohol distillation plays a useful role in maintaining the fabric of production in certain regions of the Union.
