Definition: This block contains a wide variety of disorders that differ in severity and clinical form but that are all attributable to the use of one or more psychoactive substances, which may or may not have been medically prescribed. The third character of the code identifies the substance involved, and the fourth character specifies the clinical state. The codes should be used, as required, for each substance specified, but it should be noted that not all fourth character codes are applicable to all substances. Identification of the psychoactive substance should be based on as many sources of information as possible. These include self-report data, analysis of blood and other body fluids, characteristic physical and psychological symptoms, clinical signs and behaviour, and other evidence such as a drug being in the patient's possession or reports from informed third parties. Many drug users take more than one type of psychoactive substance. The main diagnosis should be classified, whenever possible, according to the substance or class of substances that has caused or contributed most to the presenting clinical syndrome. Other diagnoses should be coded when other psychoactive substances have been taken in intoxicating amounts (common fourth character .0) or to the extent of causing harm (common fourth character .1), dependence (common fourth character .2) or other disorders (common fourth character .3-.9). In fact, article 10, paragraph 6 states: "Lack of scientific certainty due to insufficient relevant scientific information and knowledge regarding the extent of the potential adverse effects of a living modified organism on the conservation and sustainable use of biological diversity in the Party of import, taking also into account risks to human health, shall not prevent that Party from taking a decision, as appropriate, with regard to the import of living modified organism in question as referred to in paragraph 3 above, in order to avoid or minimize such potential adverse effects".
Onlangs, op 28 januari 2000, is op de conferentie van de partijen bij het Verdrag inzake biologische diversiteit in het Protocol biologische veiligheid betreffende veilige overdracht, hantering en gebruik van levende met behulp van moderne biotechnologie gemodificeerde organismen als hoofdtaak van het voorzorgsbeginsel bevestigd dat: "Wetenschappelijke onzekerheid als gevolg van ontoereikende relevante wetenschappelijke informatie en kennis bij de invoerende partij over de omvang van de mogelijke schadelijke gevolgen van een levend, gemodificeerd organisme op het behoud en het duurzaam gebruik van de biologische diversiteit, gelet op de risico's voor de menselijke gezondheid, voor die partij geen beletsel mag zijn om, zo nodig, met betrekking tot de import van de levende gemodificeerde organismem, als bedoeld in bovenstaande paragraaf 3, een besluit te nemen om deze potentiële schadelijke gevolgen te voorkomen of zo veel mogelijk te beperken".
