Welcomes the fact that Council, in the end, agreed to the mobilisation of the Contingency Margin in 2014, even though to a lower amount than needed; welcomes furthermore the overall reinforcement of payments in the 2014 budget, on a number of budget lines up to a level of EUR 4,2 billion, of which EUR 3 168,2 million will be mobilised through the Contingency Margin for 2014, as well as the fact that the increases proposed in DAB No 3/2014 in payment appropriations for Heading 1a and Heading 4 have been largely preserved in the final compromise; notes that the reinforcements mainly target sub-heading 1b, where the bulk of the problem of unpaid bills at year-end currently lies; recalls that the Parliament, in its reading on the budget 2014, already envisaged the greater need for payment appropriations (the final agreement was EUR 983 million lower than the adopted Parliament position); calls on the Council not to try to artificially cut the Union budget every year;
9. is blij dat de Raad uiteindelijk heeft ingestemd met de beschikbaarstelling van de marge voor onvoorziene uitgaven in 2014, zij het voor een lager bedrag dan wat nodig is; is voorts ingenomen met de algemene verhoging van de betalingen in de begroting 2014, op een aantal begrotingslijnen tot een niveau van 4,2 miljard EUR, waarvan 3 168,2 miljoen EUR beschikbaar zal worden gesteld via de marge voor onvoorziene uitgaven voor 2014, alsook met het feit dat de verhogingen die in OGB nr. 3/2014 waren voorgesteld voor de betalingskredieten van de rubrieken 1a en 4 in ruime mate in stand zijn gebleven in het uiteindelijke compromis; merkt op dat de verhogingen hoofdzakelijk voor rubriek 1b bestemd zijn, waar het probleem van de onbetaalde rekeningen aan het eind van het jaar momenteel het grootst is; herinnert eraan dat het Parlement al in zijn lezing van de begroting 2014 was ingegaan op de grotere behoefte aan betalingen (de uiteindelijke overeenkomst was 983 miljoen EUR lager dan het standpunt van het Parlement); verzoekt de Raad niet elk jaar weer te proberen om de Uniebegroting kunstmatig omlaag te brengen;

The Rapporteur disagrees with the limit set by Council in its Common Position and therefore restores the Commission/Parliament position. The Rapporteur agrees with Council that terminal operators should also set quality standards.

Your rapporteur recommends, in view of the far-reaching convergence of Council and European Parliament positions, that the common position be adopted without amendment having regard to the basic pillar provided by the compromise reached in Council: the weight and price limits, treatment of special services (including express services), outgoing cross-border mail, and the proposed three stages.
