24. Calls on the Commission to ensure that public expenditure incurred by Member States to co-finance programmes supported by the Structural Funds is not included in the public or equivalent structural expenditure taken into account under partnership agreements for the purpose of ascertaining that the Stability and Growth Pact is being complied with, given that the latter expenditure constitutes an obligation deriving directly from the observance of additionality; calls, therefore, for public expenditure related to the implementation of programmes co-financed by the European Structural and Investment Funds to be completely excluded from the definition of SGP structural deficits because this is expenditure devoted to achieving the goals of Europe 2020 and supporting competitiveness, growth and job creation, especially where youth employment is concerned;

Reiterates the importance of effective implementation of the decentralisation process and warmly welcomes the high participation of Kosovo Serbs south of the Ibar river in the last elections – a step towards building their sustainable future in the country; urges the Government to fully support the newly elected leadership in these municipalities with sufficient financial and political assistance so that they can quickly establish the necessary structures in order to start delivering important services, with the assistance of the Commission; sees efficiently functioning municipal structures as essential for participation by Kosovo Serbs in the political processes and administrative structures of Kosovo; encourages the international community to support development and infrastructure projects coming from the newly established municipalities; in order to avoid a clash with the parallel structures, in particular in the field of education and health, encourages the Government, with the aid of EUSR/ICR, to come up with a strategy on how to deal with such structures;

Pursuant to this Article, each Member State must maintain for each Objective, in the whole of the territory concerned, its public structural or comparable expenditure with the exception of the Structural Funds contribution and in real terms, at least at the same average level as in the previous programming period, taking into account the macroeconomic circumstances in which the funding takes place, as well as a number of specific economic circumstances, namely privatisations, an unusual level of public structural spending in the previous programming period and business cycles in the national economy.
Volgens dit artikel moet de lidstaat voor het gehele betrokken grondgebied de structurele uitgaven van de overheid of daarmee gelijk te stellen structurele uitgaven ten minste op hetzelfde peil houden als tijdens de voorgaande programmaperiode, daarbij evenwel rekening houdend met de macro-economische context waarbinnen de betrokken financieringen plaatsvinden, alsmede met bepaalde specifieke economische situaties, te weten privatiseringen, uitzonderlijk hoge structurele uitgaven van de overheid in de vorige programmaperiode en de nationale conjunctuurontwikkeling.

May I ask him to confirm that the Commission's choice not to participate in certain meetings will be taken, as he put it, on a 'meeting by meeting' basis, not a structure by structure basis, depending on what is being discussed. To take a decision structure by structure would indeed create an unfortunate precedent, undermining the acquis communautaire, which is that the Commission takes part in all Council meetings and preparatory meetings.
Mag ik de commissaris nog vragen of hij wil bevestigen dat het besluit om bepaalde vergaderingen niet bij te wonen, genomen zal worden op een incidentele en niet op een structurele basis waarbij het onderwerp van de betreffende bijeenkomst als uitgangspunt voor dat besluit dient? Als zo'n besluit namelijk een structureel karakter heeft, zou er inderdaad sprake zijn van een ongelukkig precedent dat wel degelijk het acquis communautaire ondermijnt dat de Commissie alle vergaderingen van de Raad en de voorbereidende vergaderingen bijwoont.
