Takes the view that the EU CBRN Action Plan must set risk-based higher standards where security assessment criteria for high-risk CBRN facilities are concerned, and stresses the role and responsibility of national authorities to carry out regular checks of these facilities since the development of ‘criteria’, as stated in the current Action Plan amended and adopted by the Council, is in itself simply not enough and sets an astonishingly low standard, coupled with the low levels of responsibility allocated to the organisations dealing with CBRN materials, relevant Member States authorities and EU bodies; notes, further, that all measures taken should be proportionate to the probable risks;
