Definition: This block contains a wide variety of disorders that differ in severity and clinical form but that are all attributable to the use of one or more psychoactive substances, which may or may not have been medically prescribed. The third character of the code identifies the substance involved, and the fourth character specifies the clinical state. The codes should be used, as required, for each substance specified, but it should be noted that not all fourth character codes are applicable to all substances. Identification of the psychoactive substance should be based on as many sources of information as possible. These include self-report data, analysis of blood and other body fluids, characteristic physical and psychological symptoms, clinical signs and behaviour, and other evidence such as a drug being in the patient's possession or reports from informed third parties. Many drug users take more than one type of psychoactive substance. The main diagnosis should be classified, whenever possible, according to the substance or class of substances that has caused or contributed most to the presenting clinical syndrome. Other diagnoses should be coded when other psychoactive substances have been taken in intoxicating amounts (common fourth character .0) or to the extent of causing harm (common fourth character .1), dependence (common fourth character .2) or other disorders (common fourth character .3-.9). The eu-LISA Agency, currently responsible at a central level for the operational management of the Schengen Information System (SIS), the Visa Information System (VIS) and Eurodac, will also be responsible for the preparation, development and operational management of the new information systems proposed by the Commission; namely the Entry/Exit System (EES) and the EU Travel information and Authorisation System (ETIAS) as well as the upgraded European Criminal Records Information System for Third Country Nationals and Stateless Persons (ECRIS-TCN) proposed by the Commission today.

The data will moreover help specialised bodies and agencies such as Member States' CERTs, agencies such as Europol and the European Network and Information Security Agency to better assess the extent of cybercrime and the state of network and information security in the Union and to support Member States in the adoption of responses to information security incidents. Better knowledge about present and future risks will help reach more appropriate decisions on deterring, combating or limiting the damage caused by attacks against information systems.

Costs for the development of the second generation Schengen Information System as well as costs of setting up, testing, migrating, operating and maintaining Central SIS II and the communication infrastructure are to be borne by the general budget of the European Union. The SIS comprises a central computer in Strasbourg (C.SIS = Central Schengen Information System) and the 10 present national systems (N.SIS = National Schengen Information System). Data are forwarded from the N.SIS to the C.SIS which, via retrieval and input dialogues and operating a reference data bank ensures the synchronisation of data and then distributes the data to all N.SIS so that data is available to all Schengen Implementing Convention countries simultaneously with practically no delay after input in the N.SIS.
