The importance of this proposal is linked to the special significance of the impact of tax fraud in the EU. In the first instance, tax fraud has serious implications for national budgets from the point of view of public spending in the general interest, particularly on health, education and research.

"1. recalls that on 4 and 5 December 2006, it was agreed that, on the basis that it constitutes a clear improvement of the operational and administrative functioning of Europol, the Europol Convention should be replaced by a Council Decision subject to a full assessment of the implications of financing Europol from the general budget of the European Union and the application of the EC Staff Regulations and the Protocol on the Privileges and Immunities of the European Communities (EC PPI) guided by the principle of budget neutrality and taking into account the specific requirements resulting from Europol's mandate and tasks.

In the meantime good progress has been made in implementing other recommendations in the early SEM 2000 reports, including : - the introduction of an annual discussion of budget priorities in the Commission before the adoption of the Preliminary Draft Budget; - increased emphasis on resource cost implications when taking decisions; - restructuring the Commission's services by the reinforcement or creation of finance and resource units/directorates within all DGs to act as a counterweight to the policy development and execution function; - a new series of proposals to amend the Financial Regulation; - work has started on rationalising and improving in house procedures.
In de tussentijd is goede vooruitgang geboekt bij de tenuitvoerlegging van andere aanbevelingen uit de verslagen over de beginfase van SEM 2000: - de invoering van een jaarlijkse discussie over de begrotingsprioriteiten bij de Commissie vóór de goedkeuring van het voorontwerp van begroting; - meer nadruk op het kostenaspect bij het nemen van beslissingen; - herstructurering van de diensten van de Commissie door versterking of oprichting van eenheden/directoraten voor financiën en middelen bij alle DG's om als tegenwicht te dienen voor de functie van ontwikkeling en uitvoering van het beleid; - een nieuwe serie voorstellen tot wijziging van het Financieel Reglement; - aanvang van werkzaamheden ter rationalisatie en verbetering van de interne procedures.
