This kind of network should therefore be truly multi-modal, enabling major freight and passenger traffic flows to cross the European Union as efficiently – economically and environmentally – as possible, on a co-modal basis.

"Motorways of the Sea action" means any innovative action directly shifting freight from road to short sea shipping or a combination of short sea shipping with other modes of transport in which road journeys are as short as possible; actions of this kind may include the modification or creation of the ancillary infrastructure required in order to implement a very large-volume, high-frequency intermodal maritime transport service, including, preferably, the use of the most environmentally-friendly transport modes, such as inland waterways and rail, for hinterland freight transport and integrated door-to-door services; if possible, the resources of the outermost regions should also be integrated;
"snelwegen op zee-actie": innovatieve actie waarbij rechtstreeks goederen die voorheen over de weg werden vervoerd, worden verlegd naar de korte vaart of een combinatie van korte vaart met andere vervoerswijzen waarbij het traject over de weg binnen de vervoersketen tot een minimum wordt beperkt. (5) The extension of access rights to all kind of rail freight services requires the provision limiting access for international rail freight services to the Trans-European Rail Freight Network (TERFN) that was in any case conceived for a transitory period, and which is entirely appropriate for that period, to be clearly time-limited for all parties concerned.
