The Commission has examined the guarantee scheme and has decided, in view of the objectives of the scheme, whose environmental merits are in line with the environmental policy of the Community, and in view of the conditions of the scheme (low aid intensity, strict environmental and financial conditions) which are in line with the Community's policy on State Aids, to raise no objection to the implementation of the scheme on the basis of Article 92 of the EC Treaty.
