6. Regrets the fact that the programme for the competitiveness of enterprises and small and medium-sized enterprises (COSME) is undergoing a nominal cut in commitment appropriations from 2015 to 2016; highlights the very negative signal such a decrease would give at a time when SMEs' potential as innovators and job creators is badly needed in order to stimulate EU recovery, reduce investment gaps and contribute to the Union’s future prosperity; recalls that promoting entrepreneurship, improving the competitiveness and access to markets of Union enterprises, including social enterprises, and improving access to finance for SMEs that contribute significantly to Europe’s economy and competitiveness, are priorities clearly shared by all the institutions, which have been the justification for frontloading and reinforcing COSME appropriations over the past two years, taking into account the programme's high rate of implementation; intends, therefore, to ensure that this programme evolves positively in 2016;

Stresses that the cohesion policy for the 2014-2020 period is an important and effective instrument for creating smart, sustainable and inclusive growth and achieving the Europe 2020 targets while supporting, through a wide range of measures and innovative financial instruments, the start-up and development of small and medium-sized enterprises (SMEs), including micro-enterprises, as one of the main job creators in the EU;

While small and medium-sized enterprises are the foundation for European Union competitiveness and the largest creator of jobs, the crisis has shown very clearly that, at the same time, the owners of small and medium-sized enterprises are the most vulnerable, and the policy pursued by the Member States is not especially favourable to promoting and developing them, because EU legislation, such as the Small Business Act, is not being fully implemented and applied.
Het midden- en kleinbedrijf mag dan wel de basis voor het concurrentievermogen van de Europese Unie zijn en bovendien voor de meeste banen zorgen, toch heeft de crisis tegelijkertijd zeer duidelijk laten zien dat de eigenaren van middelgrote en kleine bedrijven het meest kwetsbaar zijn, en dat het beleid van de lidstaten er niet specifiek op is gericht om hen te helpen en te ontwikkelen, aangezien EU-wetgeving, zoals de Small Business Act, niet in haar geheel wordt geïmplementeerd of toegepast.
