The European model of social cohesion must be able to allow access for all to formal and non-formal education and training systems by making it easier to move from one part of the education system to another (e.g. from vocational education to higher education), from early childhood right through to later life.

Points out that mainly public and also private funding is of primary importance for the modernisation of higher education systems; emphasises that investment in higher education in Europe is crucial to overcoming the current economic crisis; calls on the Member States and higher education institutions to expand scholarship and funding programmes for those institutions and to develop innovative methods of funding mechanisms which can contribute to more efficient functioning of higher education institutions, complement public funding without increasing the pressure on households and make higher education accessible to all; expresses regret at the significant cutbacks to education budgets in several Member States, as well as the constant increase in education fees, which is leading to a significant increase in the number of vulnerable students;

Emphasises that adapting education systems and vocational training to the future skill requirements of the labour market is one of the keys to combating youth unemployment, and therefore the transition from school, vocational education and training or higher education to employment must be better prepared and must follow on directly from education or training; takes the view that better cooperation needs to be encouraged between educational establishments, youth organisations, the various labour market sectors and employers, for example with specialists in various fields giving lectures or seminars to familiarise students with their future work; underlines therefore the major importance of implementing effectively the ‘European Youth Guarantee’ initiative and making it an instrument for active integration into the labour market; stresses that Member States have not so far made any convincing commitment to implementing the European Youth Guarantee and calls on them to do so speedily; emphasises that a close link needs to be established between the flagship initiatives which aim at tackling unemployment, such as ‘Youth on the Move’ and the ‘New Skills for New Jobs’ initiative; believes that social partners, business representatives, local and regional authorities, and youth organisations should be involved in the development of a sustainable strategy to reduce youth unemployment, in which there must be EU-wide mutual formal recognition and certification of the skills recognised in formal and informal qualifications – in line with the EU’s EQF system – and acquired in formal, non-formal and informal learning situations;

Suggestions for the benchmarks to be used under the Open Method of Coordination include: the socio-economic status of the pupils concerned, whether or not they are from a migrant background; the completion of studies (compulsory education) by pupils, whether or not they are from a migrant background; the proportion of teaching staff from a migrant background; the intercultural skills of the teaching staff; the education system’s capacity to allow social mobility; the promotion of multilingualism in the public education system; and how open education systems are for all children and young people, etc.

Moving beyond general responses that should take account of the particular features of the migrant population, such as access to health systems and the labour market and decent housing, the need for sector-specific responses in education should be highlighted, such as a review of educational material to ensure that migrants are not presented in a negative light, extracurricular activities to improve integration, access to the education system from early childhood, the necessary resources for initial and continuous teacher training and the recruitment of qualified auxiliary staff, where possible from a migrant background, etc.
Naast de maatregelen van algemene aard, waarbij steeds rekening moet worden gehouden met de specifieke kenmerken van de immigrantenbevolking, - we denken dan aan de verbetering van de toegang tot de gezondheidszorg en de arbeidsmarkt en het aanbieden van degelijke huisvesting – zijn ook specifieke initiatieven in de onderwijssector noodzakelijk. Zo moet worden bekeken of het lesmateriaal geen negatief beeld schetst van immigranten, moeten buitenschoolse activiteiten ter bevordering van integratie worden opgezet, en moeten scholen ook voor de allerkleinsten openstaan. Voorts moeten middelen worden vrijgemaakt voor de opleiding en bijscholing van docenten en het aanwerven van gekwalificeerde assistenten, liefst met dezelfde nationaliteit als de immigrantenleerlingen, enz.
