A review of the Risk Capital Action Plan was sent to ECOFIN in autumn 1999, which led to the ECOFIN Council requesting the Commission to set up a risk capital benchmarking processThe Commission is finalising its proposal to develop some key indicators such as : venture capital/GDP ratio; number of companies obtaining seed capital, number of new IPO's etc. Secondly, in the context of the Commission's e-Europe, a initiative which the Commission proposed setting a target of tripling early stage finance by 2003, the Commission subsequently tabled a working paper to the Economic Finance Committee on improving the coherence of all the Community's financial instruments to facilitate the growth of risk capital and fast growing companies.
In het najaar van 1999 werd een evaluatie van het actieplan risicokapitaal aan de Raad ECOFIN toegezonden, als gevolg waarvan de Raad ECOFIN de Commissie verzocht een proces van benchmarking voor risicokapitaal te starten. De Commissie legt de laatste hand aan haar voorstel om een aantal sleutelindicatoren zoals risicokapitaal/BNP verhouding; aantal bedrijven die startkapitaal ontvangen, aantal nieuwe IPOs, enz. Voorts diende de Commissie, in verband met haar Europa-initiatief, in welk initiatief zij voorstelde te streven naar verdrievoudiging van de in eerste fase opgebrachte financiering vóór eind 2003, vervolgens bij het Comité voor Europees beleid een werkdocument in over de verbetering van de samenhang van alle financiële instrumenten van de Gemeenschap om de groei van risicokapitaal en snelgroeiende bedrijven te vergemakkelijken.

Moreover, a recent report on RD, prepared by Member States and submitted to the ECOFIN Council, analysed how RD can contribute to achieving the Lisbon strategic goal and stressed the need to improve RD and innovation in the EU.
Bovendien is in een recent verslag over OO, dat door de lidstaten is opgesteld en aan de ECOFIN-Raad is voorgelegd, geanalyseerd hoe OO ertoe kan bijdragen dat de strategische doelstelling van Lissabon wordt gerealiseerd, en de noodzaak benadrukt om OO en innovatie in de EU te verbeteren.

Reference is also made in the Ecofin conclusions to certain issues which should be taken into account in developing the role of the Level 3 Committees as regards the monitoring of risks to financial stability at EU level and Ecofin specifically invited Committee of European Banking Supervisors (CEBS) and the Banking Supervision Committee (BSC) of the ESCB to ensure an efficient and appropriate division of labour between them (3).

In May 2008, the Economic and Financial Affairs Council (Ecofin) invited the Commission to revise the Commission decisions on the establishment of the Level 3 Committees by giving to the Committees specific tasks to foster supervisory cooperation and convergence of their roles in assessing risks to financial stability, and Ecofin mentioned certain tasks that could be included (2).
In mei 2008 verzocht de ECOFIN-Raad de Commissie de commissiebesluiten tot instelling van Niveau-3 Comités te herzien door deze comités specifieke taken te geven ter verbetering van de samenwerking inzake het toezicht en van de convergentie van hun rol bij de risicobeoordeling inzake financiële stabiliteit. In addition, the need for job vacancy statistics follows from the Action Plan on Economic and Monetary Union (EMU) Statistical Requirements, which was established at the request of the Ecofin Council by the European Commission (Eurostat) in close collaboration with the ECB; this also gave rise to the Principal European Economic Indicators (PEEI), which include job vacancy statistics and were adopted by the Ecofin Council on 18 February 2003.
